The Australian Cyber Security Centre's (ACSC) Cyber Enhanced Situational Awareness and Response (CESAR) program, aims to undertake a range of activities to make Australia the safest country in the world to connect and conduct business on-line: • Disrupt cyber crime • Persistent visibility of Critical Infrastructure IT network security • Cyber Threat Intelligence • Improved engagement across government, industry and community • Improved cyber situational awareness The Agency has a number of System Engineering Manager roles available. The System Engineering Manager will either: Work in a program leading engineering activities and tasks relating to requirements development, system definition, design and development, integration, verification and validation. The successful candidate will plan, organise, integrate and deliver complex cyber security systems, services and products, whilst working cohesively and flexibly with the broader project team, key business partners and stakeholder groups, or Work in the Strategy and Architecture Team providing guidance on system engineering practices and process through the continuous improvement and development of Systems Engineering practices. This will include the implementation of an overarching Systems Engineering Management Plan (SEMP) & Test Engineering Management Plan (TEMP) for ICT system capability delivery and tailoring plans for frameworks and methodologies applied within the capability development lifecycle. The Capability delivered will enhance Australia’s National Cyber Security Capability. Note: Organisational Suitability Assessment – Successful applicants are required to undertake an Organisational Suitability Assessment (OSA) during the first year of their engagement to determine their suitability to work in a high security environment. Essential Criteria

  1. 1. Demonstrate extensive knowledge of: • Systems Engineering practice, design patterns, standards and information systems technologies • Information system security principles, practices and technologies • ICT platform and platform services including on premise, hybrid and cloud based platforms and physical and virtual hosting environments
  2. 2. Demonstrated experience in managing and implementing (where required): • systems engineering practices and process for Cyber Security and ICT systems, including management of requirements, specifications, design, build, engineering process reviews, integration and testing • Managing technical and engineering risk • Managing technical and/or engineering governance (such as Program Design Authority)
  3. 3. Demonstrated engineering leadership and communication skills including • guiding the delivery of a range of ICT solutions • Excellent interpersonal skills and the ability to interact with customers, colleagues and technical teams • Leading Systems Engineering planning activities including development of Product Breakdown Structures, planning ICT product delivery and engineering activities
  4. 4. Ability to lead the development, review and update of design and system engineering artefacts including: • Operational Concept Document (OCD) • Function and Performance Specifications (FPS) • System security design • System accreditation artefacts • System Specifications (SS) • Detailed Design (DD) documentation • Interface Control Documents (ICD) • Configuration control documents; and • Systems Risk Register

Desirable Criteria

  1. Demonstrated experience leading engineering practices and processes in an Organisation using Dev Ops or SAFE agile
  2. Demonstrated experience as a Agile Release Train Engineer or Architect
  3. Demonstrated experience in one or more of the following: • Transition in and/or transition out of outsourced arrangements • Implementation of service delivery and service management arrangements supporting production ICT systems • Implementation of ongoing system sustainment arrangements
